How the model works

Ten weighted criteria produce a score from 0 to 100. The lens changes their relative emphasis. Evidence and governance rules can override the score.

Funding is allocated in score order while budget and capacity remain. This is a transparent heuristic, not an optimal-portfolio solver. Governance gates are a separate evidence review.

The original model includes a 5% base weight for executive visibility. All criteria and effective weights are visible inside each initiative.

Rule-based practice, not an investment recommendation or a compliance assessment. No language model is used.
